July 22, 2016 at a meeting in the Government of the Russian Federation President Vladimir Putin instructed to create "the Independent Anti-Doping Commission," a key task of which will be the implementation of a national plan to combat doping in sport.

V.Putin: Good afternoon, dear colleagues!
Before we start our meeting, I would like to make a comment on a subject, other than our today’s topic, namely on sport.
All of us are well aware of the situation with our Rio Olympic Games entry. We also know about the decisions directed against doping. In view of this I would like to bring into focus again that the official standpoint of the Russian Government, of the Russian Federation President, of all of us - is a zero tolerance approach to doping in sport where the health of athletes is reliably safeguarded.
To achieve this we should cooperate closely with the International Olympic Committee Disciplinary Commission, with the World Anti-Doping Agency, with International Olympic Sports Federations, and besides – with non-Olympic Sports Federations.
Therefore I consider it expedient to turn to the Russian Olympic Committee with a proposal to set up the independent, I would like to emphasize it – precisely the independent – public commission, with participation of Russian specialists, as well as of foreign experts in medicine, law, the public and sports influencers and competent specialists. The essential task of this commission should naturally be the swift development and strict control over the effective implementation of the national anti-doping program.
Naturally, the question arises on the choice of person to head this commission. The answer is also clear: it should be a person with absolutely untarnished reputation, being in the confidence and respect of the Olympic Family. And we have got such a person in our country. His is Vitaly Smirnov, the doyen of the International Olympic Committee, the IOC Member from 1971. I think we should ask him to head this commission. I hope, he will accept this proposal, as a person, who dedicated so many years of his life to the Olympic Movement and to the development of sport in our country.
If this commission is set up, I would ask the Russian Federation Government to render every assistance to its activities.
July 25, 2016 at the meeting of the Executive Committee of the Russian Olympic Committee, it was decided to establish the Independent Public Anti-Doping Commission, V.G.Smirnov was confirmed as a Chairman of the Commission and composition of the Commission approved.
